Coverage is a register, not an adjective.
A state is covered only when its row in our data-source register is complete: the source identified, its terms reviewed and dated, the collection method it permits named, and republication permitted on those terms. Anything less and the state is not sold — whatever a sales page elsewhere might claim. This page is that register, published.
In verification — the first states
These states publish their full registries as open data on terms reported to allow commercial use. Each dataset licence is being re-verified on the dataset page itself before the state clears; until that verification is recorded, the state is not yet covered and no subscription includes it.

Covered for sale today: none — stated plainly because it is true today. This page changes the day a row clears, and the change is dated.
Excluded, with the reason printed

| WA | Washington law (RCW 42.56.070(8)) restricts commercial access to lists of individuals from agency records, and how that reaches a downstream service is unresolved. Excluded pending a determination we are not going to guess at. |
| MN | Minnesota prohibits scraping its search site and sells bulk data only under a Bulk Data User Agreement. That agreement is the only route; it has not been executed, so Minnesota is not covered. |

Freshness, as a rule
Records are refreshed no slower than the source itself updates. A record past its state's cadence is flagged STALE — re-check before acting in per-seat view and suppressed from bulk extracts. The cadence table above is the same table subscribers see inside the product; there is not a second, better one.
